Hint - Stronger Opposing Trainers
Use the VS Seeker to challenge trainers youve already faced to a rematch. Each route area has at least one trainer whose pokemon gain levels and evolve during the game. Here are the things that make these trainers more powerful:

Get the VS Seeker
Enter Fuchsia City
Defeat the Pokemon League
Complete the link with Pokemon Ruby and Sapphire

To unlock islands 1-3 you must beat the first 7 gyms.
